The Miller family have been honored to call Col.Frank a very dear friend during the many years we have known him, June and his entire family from our connection at Penn Heights on Sacandaga Lake.
Frank was a brilliant man, but most especially a loving husband, father and grandfather and was respected by many, both professionally and personally.
Our children have fond memories, under Frank's guidance, of placing out American flags for all to see many 4th of July's at the lake.
Our hearts and sincere condolences go out to the entire Tarbell family. Penn Heights will truely miss Frank for his friendship and many contributions to our community.

Although I only knew Frank (Col) for a short time. It was an honor to help take care of such a distinguished man as he certainly was. He was loved by many as I remember the stories I was told by June and his family. I know as healthcare worker you shouldn't get attached but to a certain few you can't help it. Col you will be missed. Your men and women are waiting to welcome you back to leadership and I salute you.
